This individual is expected to direct highly complex and specialized construction engineering administration and inspection programs; collaborate and work with subordinate staff members to ensure the client’s satisfaction with the work product; manage the CEI Contract; develop and/or review policies, methods, practices, procedures, and programs for conformance with the Client’s standards.
Beyond project management, this individual is directly responsible for the professional development of the team members assigned to them and should possess the necessary skill set to guide these individuals to successfully achieve their advancement goals.
- BS in Civil Engineering or related discipline
- PE license in state of Florida (or if registered in another state, the ability to obtain registration from the State of Florida within six months of hire)
- 10+ years of CEI experience on transportation projects serving as a project engineer, 2+ years of which must include major road and/or bridge construction projects, or 5+ of which must include major bridge construction projects. A Master’s Degree in Engineering may be substituted for one (1) year engineering experience.

This individual is expected to ensure the project is completed in compliance with the Contract and Construction Project Administration Manual working with the TEAM to review the work plan and eliminate obstacles and foster a positive environment for the successful completion of the project.

- A Civil Engineering degree plus two (2) years of engineering experience in construction of major road or bridge structures, or for non-degreed personnel eight (8) years of responsible and related engineering experience, two (2) years of which involved construction of major road or bridge structures with the exception of Complex Category 2 (CC2) bridge structures. A Master’s Degree in Engineering may be substituted for one (1) year engineering experience.
- Attend CTQP Quality Control Manager Course and pass the examination.
- Attend a FDOT accredited post-tensioning training course and pass the examination
- Attend a FDOT accredited grouting training course and pass the examination
- Complete the Critical Structures Construction Issues Self Study Course and submit the mandatory Certification of Course Completion form
This individual is expected to exercise independent judgment in planning work details and making technical decisions related to the office aspects of the project, be familiar with the Department’s Procedures covering the project related duties as stated above, collaborate with other Team members including the Contractor, Client and Designer to ensure complete and accurate deliverables and be proficient in the computer programs necessary to perform these duties. This position is heavily dependent on technology; therefore a good candidate must be comfortable working with computers and learning and communicating new technological advances.
- A High School diploma or equivalent and four (4) years of road & bridge construction engineering inspection (CEI) experience or a Civil Engineering Degree
- Valid Driver’s License with acceptable MVR

With the requirements of E-Construction, this person must be able to work with computers and hand held electronic devices and be comfortable working in Department software programs such as Site Manager, MAC and ProjectSolve as well as Word, Excel and PDF writers. Creative is at the forefront of the technological push and needs team members that are willing and able to adapt and embrace innovative methods of documenting our engineering and inspection deliverables.
- A High school diploma or equivalent plus four (4) years of experience in construction inspection, two (2) years of which shall have been in bridge and/or roadway construction inspection or a Civil Engineering degree and one (1) year experience in construction inspection with the ability to earn additional required qualifications within one year.

ESSENTIAL JOB FUNCTIONS:
- Makes presentation at preconstruction conferences to inform contractors of their obligations relating to EEO/DBE/OJT, Davis Bacon, and associated Federal rules and regulations.
- Promotes effective communication with contractors in order to ensure good exchange of information and timely submittals.
- Reviews the Daily Work Reports (DWR) for all active construction projects in the district.
- Analyzes the content of each DWR in order to determine the status of active contractors.
- Verifies contractor’s payrolls for format, classification, pay, and timely submittal. When field interviews are received from project personnel, verifies information against payrolls. Issues noncompliance notices to contractors for incorrect classification, pay scales, etc.
- Establishes and maintains files for payrolls and labor interviews; Prepares for submission to appropriate offices; coordinates with project personnel.
- Establishes and maintains all documents related to the On-the-Job Training Program; Checks personnel action forms to see if they comply with training guide schedule; Travels to project sites to interview training candidates as outlined in Compliance Reference Guide; Verifies Monthly Time Reports against payrolls and reports inconsistencies, and ensures timely submission of the Monthly Time Reports.
- As directed by the DCCM, will actively engage with project personnel to ensure adherence to Federal and State rules and regulations.
REQUIRED EDUCATION AND EXPERIENCE:
Education: High School Diploma or general education certificate
Experience: Two years of experience in the area of EEO/AA/DBE/OJT, the highway construction field or administration.
Other: Valid Driver’s License with acceptable MVR
KNOWLEDGE, SKILLS AND ABILITIES: Must demonstrate the ability to monitor: goal achievement; On-the-Job training requirement; DBE oversight to the extent mandated; wage rate, payroll verification, and overall labor compliance provisions. Must have strong organizational skills and communication skills.

Job Knowledge, Skills and Abilities
- Provides technical support and coordinates between engineering projects and government agencies
- Reviews and monitors/tracks environmental permits, licenses and reports
- Performs investigation on pollution sources at project sites to protect environment and ecosystem
- Reviews reported environmental data, especially water samples
- Provides environmental training and guidance to the staff involved in the projects
- Must be familiar with National Pollutant Discharge Eliminations System (NPDES) Water Management and Best Management Practices (BMPs)
